Add models/jajoff/sps/republic/tc13j/navy04_female.mdl

Add models/jajoff/sps/republic/tc13j/navy_04.mdl

Remove models/navy/gnavyofficer.mdl

Why add this?: 

Due to Naval growing, it has been requested that we add Naval Models that are Female to our character lineup. What is being added is the Female model equivalent to the Already in place Naval Uniform colors. The reason for the replacement for Officer is there was no female matching color. This will allow the male and female model to match together in uniform ranking.
